Auditing the Scholarship Secretariat alone is insufficient to address the pervasive issues, according to Dr. Peter Partey Anti, Executive Secretary of the Institute for Education Studies (IFEST-Ghana). Despite past audits aimed at curbing corruption within the institution, problems persist.

Dr. Anti advocates for the establishment of a presidential commission of inquiry to conduct a thorough review of the Scholarship Secretariat’s operations and propose comprehensive reforms. He emphasizes the need for far-reaching changes to ensure the effective functioning of this vital institution. His remarks come in response to recent allegations by the Fourth Estate in their publication titled ‘Scholarship Bonanza,’ which suggests unfair distribution of scholarships to well-connected individuals.

Dr. Anti underscores the importance of understanding that scholarships are intended to benefit students who will contribute to the country’s economic growth upon completion of their studies. He suggests that misapplication of scholarship funds squanders limited resources and warrants thorough investigation.

While acknowledging calls for intervention from the Minority, including involvement of the Special Prosecutor and auditing the Secretariat’s registrar, Dr. Anti believes that establishing a commission of inquiry is essential for uncovering longstanding challenges and shaping the future operations of the Scholarship Secretariat.

He argues that such a commission would gather crucial information to serve the nation’s interests effectively.
