Ghana Engages IMF in 2025 Budget Discussions: Key Economic Reforms on the Agenda

The International Monetary Fund (IMF) and the Ghanaian government have begun high-level talks to examine the country’s budgetary and economic strategies for 2025. The purpose of the February 10–14 engagements is to evaluate Ghana’s performance under the IMF-backed economic program and lay the groundwork for the upcoming budget cycle.
The discussions, led by the IMF Mission Chief for Ghana, Stephane Roudet, will cover critical aspects of Ghana’s economic strategy, including:
- Revenue Administration Reforms: Strengthening tax collection and broadening the tax base to enhance government revenue.
- Energy Sector Restructuring: Addressing inefficiencies in Ghana’s energy sector to improve sustainability and reduce fiscal pressures.
- Expenditure Rationalization: Implementing measures to optimize government spending and ensure efficient resource allocation.
- Monetary and Exchange Rate Policies: Reviewing inflation control strategies and stabilizing the Ghanaian cedi.
The negotiations are being actively attended by senior officials from the Ghana Revenue Authority, the Bank of Ghana, the Controller and Accountant General’s Department, and other important organizations. The administration has reaffirmed its goal of attaining macroeconomic stability while giving job creation and raising Ghanaians’ standard of living top priority.
In 2023, Ghana joined a $3 billion IMF program to tackle economic issues such high inflation and worries about the sustainability of its debt. Key economic sectors and public finance management are anticipated to be impacted by this most recent engagement, which is anticipated to influence important policy decisions for the fiscal year 2025.
The outcome of these discussions will be pivotal in determining Ghana’s economic trajectory, with a focus on long-term fiscal discipline, economic resilience, and sustainable growth.
