President Mahama Orders Probe Into 81,885 Suspected Ghost Names on NSS Payroll

After 81,885 probable ghost names were found on the National Service Scheme’s (NSS) payroll, President John Dramani Mahama ordered an immediate probe into the program. This action follows the Finance Ministry’s request for a headcount of active National Service members.

According to a statement released by the Presidency on Wednesday, February 12, 2025, and signed by Felix Kwakye Ofosu, the President’s Spokesperson, the disparity was discovered during a verification procedure meant to settle allowance arrears that went back to August 2024. The inquiry revealed that the true number of National Service members was much less than the amount that had been previously stated.

The Ministry of Finance issued GHS 226,019,224 to pay the allowance arrears of 98,145 lawful National Service troops after finishing the headcount, the announcement said. This number indicates a significant case of payroll fraud because it is significantly less than the 180,030 names that the previous NSS management submitted for allowance payments in 2024.

The new NSS management has been directed by President Mahama to put strict measures in place to stop similar fraudulent actions from happening again. He underlined that in order to protect public funds and guarantee financial accountability inside the organization, appropriate payroll management and internal controls are essential.

“The President has directed the new management of the National Service Authority to institute urgent reforms to prevent the re-emergence of ghost names and strengthen financial oversight,” the statement read.

President Mahama has charged the National Investigations Bureau (NIB) with carrying out a comprehensive investigation into the subject in order to identify the source of the problem.
