President Mahama Submits First Ministerial Nominations to Parliament

On January 9, 2025, President John Dramani Mahama officially submitted his first set of ministerial nominations to Parliament. This move fulfills a constitutional requirement following his inauguration on January 7, 2025, and marks the initial step in forming his administration.

The nominees, submitted in accordance with Article 78 of the 1992 Constitution, include:

Dr. Cassiel Ato Baah Forson – Minister for Finance (Designate)
Mr. John Abdulai Jinapor – Minister for Energy (Designate)
Dr. Dominic Akuritinga Ayine – Attorney-General and Minister for Justice (Designate)

The Speaker of Parliament, Alban Bagbin, confirmed receipt of the nominations and referred them to the Appointments Committee for vetting. “I will accordingly refer the nominees to the Appointments Committee for consideration and report to the House,” he stated.

Background on the Nominees

Dr. Cassiel Ato Baah Forson, an economist and chartered accountant, has extensive experience in public finance and fiscal policy. A five-term Member of Parliament, he holds advanced degrees in finance, taxation, and economics from the University of Oxford, KNUST, and London South Bank University.

Mr. John Abdulai Jinapor, with expertise in energy economics and policy management, is expected to drive reforms in Ghana’s energy sector. He holds advanced degrees from the University of Ghana, GIMPA, and the University of London.

Dr. Dominic Akuritinga Ayine, a legal expert with over 30 years of experience, previously served as Deputy Attorney-General. He holds a PhD in Law from Stanford University and has lectured at the University of Ghana Law School.
