Tokyo Governor Yuriko Koike has achieved a significant political milestone, winning a third consecutive term in the city’s gubernatorial election held on Sunday. With more than 2.9 million votes, accounting for 42.8% of the total votes cast, Ms. Koike’s victory was decisive, outpacing her rivals by a substantial margin.

This electoral win provides a notable boost for Japan’s Prime Minister Fumio Kishida and his Liberal Democratic Party (LDP), who supported Koike in her campaign as an independent candidate. Koike first made history in 2016 when she was elected as Tokyo’s first female governor, a position she successfully retained in the 2020 election. During her tenure, the conservative governor navigated Tokyo through the unprecedented challenges of the COVID-19 pandemic and the postponed 2021 Summer Olympics. Despite facing controversies related to her university qualifications and several infrastructure projects under her administration, Koike’s leadership in Japan’s most populous city has been widely recognized.

In her victory speech, Ms. Koike highlighted the critical task ahead: “how to proceed with digital transformation as industries have changed significantly.” She emphasized her commitment to enhancing Tokyo, focusing particularly on “the environment for women’s empowerment,” which she admitted remains “insufficient [in Japan] compared to other parts of the world.”

Ms. Koike’s ongoing tenure as governor places her among the most influential women in Japan’s predominantly male political landscape. In an interview with the BBC, she reflected on her initial electoral success, attributing it to her gender: “People prefer to have something new, or somebody new, in order to change society,” she remarked.

Tokyo, home to approximately 11% of Japan’s population and responsible for nearly 20% of the nation’s GDP, places Ms. Koike at the helm of an enormous city budget. This fiscal year, Tokyo’s budget has reached an impressive 16.55 trillion yen ($100 billion; £80 billion). Managing such a significant budget requires astute oversight and strategic planning, responsibilities that Koike has consistently met.

A pressing issue that emerged during her campaign is Tokyo’s alarmingly low birth rate, which stands at 0.99—less than one child per woman aged between 15 and 49. This figure is the lowest of any region in Japan and presents a formidable challenge for the newly re-elected governor. Addressing this demographic crisis will require innovative policies and robust support systems to encourage higher birth rates and sustain the city’s long-term growth.

Governor Koike’s re-election signals continuity and stability for Tokyo amid a complex global and domestic landscape. Her focus on digital transformation and women’s empowerment resonates with the broader goals of modernization and gender equality. As Tokyo continues to evolve, Ms. Koike’s leadership will play a crucial role in shaping the city’s future, ensuring it remains a vibrant and thriving metropolis.

The governor’s ability to balance immediate needs with long-term strategic goals will be critical in addressing Tokyo’s various challenges. By prioritizing digital advancements and creating a more inclusive environment for women, Ms. Koike aims to position Tokyo as a leading global city. Her third term will undoubtedly be scrutinized closely as she strives to deliver on these promises and maintain Tokyo’s status as a beacon of progress and innovation.
