This measure, outlined by the U.S. Department of State on October 28, 2024, seeks to support Ghana’s commitment to democratic governance and secure a fair and transparent electoral process.

The policy targets individuals believed to be involved in or complicit in actions that compromise democratic practices, such as election manipulation, intimidation, or any efforts to influence the outcome improperly. By enforcing visa restrictions, the U.S. aims to deter activities that could destabilize Ghana’s political environment and prevent the people’s will from being accurately represented.

Highlighting Ghana’s history of peaceful democratic transitions and commitment to a multi-party system, the U.S. statement acknowledged the importance of preserving this model for future generations. Ghana’s three-decade record of democratic elections serves as a benchmark for democracy in the region, a legacy the U.S. hopes to help protect through this targeted policy.

Under Section 212(a)(3)(C) of the Immigration and Nationality Act, the policy will apply to those using tactics like election rigging or violence to suppress political engagement or coerce citizens, including political representatives, voters, and civil society. The U.S. will also apply this policy to certain family members of individuals found to be obstructing democracy.
